When there is compression on the spring, the ball will press on the valve seat, so the flow of the fluid is restricted between the inlet and the outlet. This will lock the brakes as a result. If you depress the pedal before the device activation, the brake will lock upon actuation. You can also actuate it before the brakes are depressed. When this happens, the flow of the fluid will be allowed when the brakes are depressed. However, the back flow will be restricted, so the ball will seat on the valve firmly, thanks to the fluid flow reverse pressure.
